MOE Waivers Background December 1, 2009 - MACo submits a response to the Joint Workgroup to Study State, County and Municipal Fiscal Relations, regarding the Workgroups' proposed Options for Altering MOE. November 4, 2009 - Attorney General Douglas Gansler released a long-awaited opinion regarding actions by three counties to meet MOE requirements. It- stated whether education budget actions taken by Montgomery, Prince George's and Wicomico Counties violated the State's MOE law. The opinion found that while Wicomico County's actions met the MOE requirements, those of Montgomery and Prince George's counties did not. April 2009 - Three counties submitted requests to the State Board of Education for waivers from the requirements to meet MOE. They were Montgomery, Prince George's and Wicomico. To view the opinions: June 2009 - MACo appeared before the Budget and Tax Committee to discuss the impact of the MOE Waiver denials on those counties. June 2009 MACo Letter to Budget and Tax Committee on State Board's decisions on MOE waivers 2005 - The Commission to Study Local Maintenance of Effort was formed and released a Report.
